In your opinion, what is the County's role in economic development?
The County's role in economic development is to create and maintain a business-friendly environment that encourages investment, innovation, and sustainable growth. This includes providing the necessary infrastructure, ensuring a fair and efficient regulatory framework, and actively engaging with businesses to understand their needs and challenges. By fostering partnerships with local, regional, and state organizations, the County can leverage resources and expertise to attract and retain businesses, thereby boosting employment opportunities and enhancing the overall quality of life for residents.
Discuss your opinion on conducting a comprehensive and continuous review of all regulatory processes that impact businesses and provide solutions that address these barriers.
A comprehensive and continuous review of regulatory processes is essential to ensure that our business environment remains competitive and conducive to growth. This proactive approach allows us to identify and eliminate unnecessary bureaucratic hurdles, streamline permitting processes, and implement best practices that enhance efficiency. Regular engagement with the business community will provide valuable feedback, enabling us to make informed decisions and adapt to changing economic conditions. By doing so, we can reduce barriers to entry, foster innovation, and support the expansion of existing businesses.
Local economic development efforts present an opportunity for growth, as our County has room to expand high-wage jobs. While Florida is the nation's 10th largest manufacturing employer, with 422,800 jobs, Nassau County has the potential to increase its share of this and other thriving industries.
Nassau County has significant potential to attract high-wage jobs in manufacturing and other thriving industries. To capitalize on this, we must focus on promoting our strategic advantages, such as our location, infrastructure, and skilled workforce. Collaborating with educational institutions to develop specialized training programs can ensure a steady pipeline of talent. Additionally, offering incentives and support for businesses that invest in advanced manufacturing technologies and sustainable practices can make our County an attractive destination for high-wage employers.
JaxUSA Partnership recently announced 77 regional economic development projects within the last 18 months. With the right strategies, Nassau County can secure a portion of these opportunities in the future. Please outline your recommendations to enhance Nassau County's performance and attract more industry to our area.
To enhance Nassau County's performance and attract more industry, we should focus on the following strategies:
- Strengthening partnerships with regional economic development organizations like JaxUSA to leverage their resources and networks.
- Promoting the County's assets and opportunities through targeted marketing campaigns and participation in industry trade shows and conferences.
- Offering competitive incentives for businesses that relocate or expand here, such as tax breaks, grants, and streamlined permitting processes.
- Investing in infrastructure improvements to support industrial growth, including transportation, utilities, and high-speed internet.
- Supporting workforce development initiatives to ensure that we have a skilled labor force ready to meet the needs of new and existing businesses.
The Crawford Diamond Industrial Site covers 1,800 acres, with 400 acres ready for industrial use next to 1,300 acres of solar generation by Florida Power & Light. It's well-equipped for heavy industrial projects, having received substantial infrastructure investments from the state and County for roads, water, and wastewater. It is development-ready with a 100-megawatt capacity for high electric demand—suitable for advanced manufacturing, aerospace, and defense sectors. The site also boasts 10,000 feet of dual Class 1 rail frontage, access to major shipping terminals, and proximity to Jacksonville International Airport. Despite these attributes, it has struggled to attract significant tenants.
Considering this challenge, does this present an opportunity improve our economic development strategy? If so, what are your recommendations?
The Crawford Diamond Industrial Site's underutilization presents an opportunity to refine our economic development strategy. Recommendations include:
- Enhancing marketing efforts specifically targeting industries that match the site's capabilities, such as advanced manufacturing, aerospace, and defense.
- Engaging with site selectors and industry leaders to understand their needs and address any perceived barriers to locating at Crawford Diamond.
- Offering tailored incentives to attract anchor tenants that can drive further development and attract ancillary businesses.
- Collaborating with educational institutions to create training programs that align with the needs of targeted industries, ensuring a ready workforce.
- Conducting a thorough analysis of feedback from potential tenants who chose other locations to identify and address any shortcomings in our current strategy.
How can the Board of County Commissioners (BOCC) and staff actively and positively contribute to economic development in our County? Give recommendations.

Nassau County's current funding from property taxes is adequate for many of our needs, but as the County grows, we may require additional resources to support expanded services and infrastructure. Rather than immediately seeking additional property taxes, I believe we should first explore alternative revenue sources, such as grants, public-private partnerships, and efficiency improvements within our existing budget. Any consideration of additional taxes should be carefully evaluated, with input from the community and a clear demonstration of need and intended benefits.
INFRASTRUCTURE AND GROWTH LEADERSHIP
How can Nassau County balance and pursue both natural environment protection and sustainable economic development?
Nassau County can balance environmental protection and economic development by:
- Implementing smart growth principles that promote sustainable land use and development practices.

Recognizing the initial Public Transportation study spearheaded by the Nassau County Chamber of Commerce from 2015 to 2017 and considering the new Transportation Study currently being conducted:

The county is running a new study this year that will reveal updated results. To enhance transportation options and mobility, I recommend:
- Expanding and improving public transit services to cover more areas and operate more frequently.
- Developing a network of bike lanes and pedestrian pathways to encourage alternative modes of transportation.

QUALITY OF LIFE AND QUALITY OF PLACES
The Nassau County Chamber of Commerce recently secured a million dollar appropriation with Governor Ron DeSantis and the State of Florida. Legislators and the Executive branch both believe that affordable housing is a top issue facing Floridians. This historic investment in Nassau County housing is an effort by those entities to address this fundamental issue.
As county commissioner will you commit to using all efforts at your disposal to assist the Chamber and its Northeast Florida Land Trust in accomplishing this goal. Specifically, what efforts or proposals are you willing to spearhead to help this project become accomplished?
As County Commissioner, I am committed to using all reousrces at my disposal to assist the Chamber and the Northeast Florida Land Trust in addressing affordable housing. Specifically, I will:
- Advocate for policies that streamline the approval process for affordable housing projects.
- Work to secure additional funding and resources from state and federal sources to support affordable housing initiatives.
- Promote the development of mixed-income housing projects that integrate affordable units with market-rate units.
- Partner with non-profit organizations, developers, and other stakeholders to identify and implement innovative solutions to affordable housing challenges.
- Support the use of surplus county-owned land for affordable housing projects and ensure effective implementation of this policy.
What specific policy changes would you advocate to elevate and facilitate workforce housing development in our community, thereby overcoming existing local bureaucratic and regulatory challenges?
